Toward building capacity in mobility planning for Greater Accra

Transitec organised a training course on "Introduction to Mobility Planning Tools and Studies" from 27th February – 4th March 2023 for technical staff from Greater Accra involved in roads design, transport, and land use planning at the national and local government levels.

From 27th February – 4th March 2023, Transitec within the framework of its involvement under Component 2 (Traffic Planning and Management) of the Ghana Urban Mobility and Accessibility Project (GUMAP) financed by State Secretariat for Economic Affairs (SECO) organised a 6-day training course on Mobility Planning Tools and Studies.

The 32 participants were drawn from the DoTs of eight Metropolitan and Municipal Assemblies (MMAs) in the Greater Accra Metropolitan Area (GAMA), Department of Urban Roads (DUR) at the national, regional and local levels, the Ministry of Local Government Decentralization and Rural Development (MLGDRD), Ministry of Transport, the Ghana Statical Service (GSS) and the Greater Accra Passenger Transport Executive (GAPTE).

The objective of the training, based on relevant case studies, was to help participants understand the main stakes related to urban mobility, learn how to define a diagnosis method and how to characterize mobility demand. It was also expected that the trainees will get an overview of the tools and methods to communicate their analysis to non-professionals.

The main themes covered in the training are as follows:

  •      Introduction to sustainable urban mobility planning and how transport/mobility affects cities.
  •      Public transport demand and supply.
  •      The EASI (Enable-Avoid-Shift Improve) framework for developing sustainable urban mobility, Integrated urban planning and transport principles.
  •      The preparation of Sustainable Urban Mobility Plans (SUMPs).
The interactions and open discussions encouraged exchange of ideas and peer learning. The areas covered provided a good balance of theoretical concepts and practical issues related to urban mobility planning tools and studies.

The challenges of urban mobility in Greater Accra are many and such training courses are an opportunity to provide technical staff with the knowledge and skills to execute their role diligently while inspiring them to take action towards creating a functional urban mobility system through the presentation of best practices and comparative case studies. Beyond the technical content, these trainings conducted in the framework of GUMAP  financed by State Secretariat for Economic Affairs (SECO) are also a great place for technical staff to network and share ideas on how to build a more sustainable urban mobility system in GAMA.
