The GUMAP project showcased at the Climate Chance Summit

The annual summit of non-states actors – Climate Chance – which took place in Accra (Ghana) from 16 to 18 October 2019, has been an opportunity for the Ghanaian Ministry of Local Government and Rural Development (MLGRD) to present the Ghana Urban Mobility and Accessibility Project (GUMAP) which has recently entered its operational phase.

Hosted every year in a different country, the Climate Chance summit aims at bringing together all the non-state actors,  to formulate priorities and common positions on Climate Change issues and promote concrete territorial action. This year, the conference gathered around 2000 participants, from more than 50 nationalities, on the topic “Working together to step up climate action”.

The “Mobility” session has been an opportunity for MLGRD to present its agenda for a sustainable urban mobility, with GUMAP as an example of a concrete action. GUMAP emerged from a partnership between the State Secretariat for Economic Affairs (SECO) and the MLGRD with an intention to improve urban mobility and accessibility in the highly congested capital city of Accra – despite the massive investments in road infrastructures. As of today, public transport in Accra relies mostly on paratransit industry (Trotros), but somehow regulated by the local authorities.

The objective of the project is to build capacities at the local level to improve traffic management and public transport planning and management. This is done through a technical support to 6 municipalities of Greater Accra, as well as the nascent Public Transport Authority of Greater Accra (GAPTE) and the Department of Urban Roads (DUR). In this project, Transitec and its local partner Delin support the MLGRD in the implementation of the project. Last September, the project kick-started with the launch of the first studies and technical assistances: traffic and parking plans, freight transport study, assessment of mobility data needs.
