Given the need for adaptation to climate change in Beninese cities, the Beninese Ministry of Living Environment and Sustainable Development [Ministère béninois du Cadre de Vie et du Développement Durable (MCVDD)] has launched a programme, supported by the French Development Agency (AFD), to strengthen the capacities of the various municipal and central actors in charge of urban development.
Within the framework of this Programme for the Adaptation of Cities to Climate Change (PAVICC), four cities are directly targeted to benefit from technical support in the development of urban planning documents that will accompany the implementation of major urban projects planned in the Government Action Programme (PAG 2016-2021).
This technical support aims to elaborate planning documents (SDAC, SDAU, PDU and PDES) in an integrated manner by seeking coherence between documents of higher and lower spatial levels in a sustainable development perspective.
Transitec, as part of a consortium led by Urba Consulting, carried out a first scoping mission in early April in Cotonou, Sèmè-Podji, Bohicon and Comè to meet with local stakeholders and gain a better understanding of the mobility issues in these four cities. The future of motorised two-wheelers, which are largely dominant in daily motorised travel within the Greater Nokoué area - an agglomeration that includes Cotonou and Sèmè-Podji - will also be at the heart of considerations for the intermediate-sized cities of Abomey-Bohicon and Comè, located respectively 115 and 65 km from Cotonou.
