Greater Accra Faces Congestion: Technical Assistance Launched to Manage Traffic And Parking

Within the framework of the Ghana Urban Mobility and Accessibility Project (GUMAP), funded by the Swiss State Secretariat for Economic Affairs (SECO) and implemented by the Ghanaian Ministry of Local Government and Rural Development (MLGRD), Transitec was mandated to implement a number of activities related to the improvement of urban mobility in the Greater Accra area: urban mobility planning, regulation of public transport, traffic and parking management, data collection etc.

According to the World Bank, Ghana's capital city has a GDP of $3 billion, and is developing very rapidly according to a radio-concentric model. In this metropolis of 4.5 million residents, which no mass transportation system, the high rate of household car-ownership is on the rise. Thus, resulting in chronic congestion.

Within the framework of the Ghana Urban Mobility and Accessibility Project (GUMAP), funded by the Swiss State Secretariat for Economic Affairs (SECO) and implemented by the Ghanaian Ministry of Local Government and Rural Development (MLGRD), Transitec has been mandated to implement a number of activities related to the improvement of urban mobility in Greater Accra (urban mobility planning, public transport regulation, traffic and parking management, data collection, etc.) In February 2021, two Technical Assistances related to traffic and parking management were launched:

  • ·         A Short-Term Technical Assistance (10 months), aimed at analysing methods and practices at both national (Department of Urban Roads) and local (Greater Accra municipalities) levels, and making technical recommendations to enable the various stakeholders to better understand their strategic and operational tasks (data collection and analysis methods, visualization tools, parking management methods, coordination with law enforcement agencies etc.).
  • ·         Long-term technical assistance (2 years), which allows for frequent on-ground visits of a Transitec consultant to support the Urban Roads Department and the Greater Accra municipalities in the implementation of the recommendations made during the Short-Term Technical Assistance. The consultant will use as case studies, intersections that experience major traffic issues, due to their design or management. He will also work on identifying urban mobility indicators and improving the institutional framework.

These two technical assistances are in support of ongoing studies for the implementation of traffic and parking plans in the Madina and Tema municipalities, as well as others that will start in April for the Ga East, Ga West, Ga Central and Accra municipalities. These studies will focus on specific areas in each of these municipalities (market areas, bus stations, etc.). However, the aim will be to extend some of the proposed measures to the Greater Accra Metropolitan Area.

The objective of GUMAP is to contribute to the promotion of multimodal strategies that combine the development of public transport (both institutional and small-scale), through the promotion of active transportation, and the control of automobile transport, in order to relieve congestion in the urban area and facilitate the mobility of its residents of the Greater Accra Metropolitan Area.
